Film Classification
If you want to show a film to a public audience, it must be rated by either the British Board of Film Classification (BBFC), which allows for it to be shown in any borough, or rated by Ashford Borough Council, which allows it to be played only in the Ashford borough.
Note: You may also require a Temporary Event Notice, or Premises Licence authorising the showing of film, unless the showing is one which falls under deregulated entertainment exemptions.
Exemptions
A film doesn't need to be classified if:
- it's part of a museum or art exhibit
- its sole or main purpose is to demonstrate any product or advertise any goods or services (excluding the advertising of films)
- its purpose is to provide information, education or instruction
How to apply
You may apply to us for:
- a previously unclassified film to be classified for showing within the Ashford borough
- a film that has been previously classified by the BBFC or other licensing authority, to be reclassified for showing in the Ashford borough
The fees for 2024/25 are currently set at £75.00, plus an additional £1.00 per minute of film.

You should also be aware that the film must not contravene the Obscene Publications Act 1959, the Copyright Design and Patents Act 1988, or relevant legislation. It must not have been created through the commission of a criminal offence.
It is assumed that all relevant third party consents and licences in respect of any and all copyright, confidential information and all other intellectual property rights have been obtained.
What happens next?
You should allow at least 28 days for your application to be processed, but in some cases where Sub-Committee hearing is required further time may be required.
