Vehicles parked dangerously or causing an obstruction

We cannot issue fines to vehicles parked dangerously or causing an obstruction where there is no parking restriction, for example, if a vehicle has been parked at a junction and is creating a hazard to other motorists or pedestrians.

These vehicles can only be dealt with by the police. Contact them on their non-emergency phone number, 101.

Vehicles that are exempt from parking restrictions

There are some vehicles which are exempt from parking restrictions or have permission to park on yellow lines or in certain bays. These vehicles will usually have a special permit or ticket on display. Check a vehicle for this before you report it as illegally parked.

+ Grass verges

Parked on grass verge - With yellow lines on the road
We can enforce against any vehicle parked on a grass verge which is considered to be part of the highway and the vehicle is parked adjacent to single or double yellow lines.

Parked on grass verge - Without yellow lines on the road (Under 7.5t)
We're unable to enforce against a vehicle weighing under 7.5tonne parked on a grass verge.

Parked on grass verge - Without yellow lines on the road (Over 7.5t)
We can enforce against a vehicle over 7.5tonne parked on a grass verge which is considered to be part of the highway.

+ The pavement

Parked on footpath - With yellow lines on the road
We can enforce against any vehicle parked on a footpath which is considered to be part of the highway and where the vehicle is parked adjacent to single or double yellow lines.

Parked on footpath - Without yellow lines on the road (Under 7.5t)
We're unable to enforce against a vehicle weighing under 7.5tonne parked on a footpath where no single or double yellow lines run adjacent to the vehicle.

Parked on footpath - Without yellow lines on the road (Over 7.5t)
We can enforce against any vehicle over 7.5tonne parked on a footpath which is considered to be part of the highway.

+ Across a dropped kerb (lowered for pedestrians)

Vehicles parked here may receive a PCN. There is no requirement for tactile pavement or for any signs or markings.

+ Across a dropped kerb (lowered for residential access)

Vehicles parked across a residential dropped kerb cannot be issued with a penalty charge notice. If you're blocked in your property by a vehicle parked against the dropped kerb, please call Kent Police on 101.

You can apply for "Vehicle Access Markings" to be painted on the road covering your residential dropped kerb. This is an advisory line to make other drivers aware there is a driveway in regular use. The cost for installation and administration is £121.
